What is a value planning session?

A systematic process where a multidisciplinary team, including key interested parties, analyzes a transportation project early in the design phase to review current conditions and needs, to brainstorm ideas, and to filter those ideas into a short list of alternatives that meet the project goals.

2021 - 2025 CORRIDOR STUDY:
I-90, SH-41 to 15th Street

ITD initiated this study to evaluate the needs and identify solutions to modernize the I-90 corridor to improve safety and mobility, both now and in the future. As part of this effort, ITD hosted a value planning session for the interchanges at Northwest Boulevard, US-95, and 4th Street. 

The outcome of the value planning session was a proposed design that included: a single-point urban interchange (SPUI) at Northwest Boulevard, a SPUI at US-95, and maintaining a standard diamond interchange at 4th Street. A collector-distributor road would be needed between these interchanges to improve safety.

 

Community Engagement 

  • Public Open Houses: November 2022; March 2023; August 2023 

  • Ongoing Engagement: Workshops, one-on-one meetings 

  • Final Deliverable: The I-90, SH-41 to 15th Street Environmental Document is anticipated to receive FHWA approval in early 2025.

2024 - 2027 DESIGN:
I-90 & US-95 Interchange Project

At the start of design, ITD’s project team hosted another value planning session specifically for the US-95 Interchange which allowed them to re-evaluate the proposed design from the 2022 value planning session using updated, current traffic analysis and conditions. 

A SPUI was again identified as the best interchange type to improve safety, capacity, and mobility at I-90 and US-95. Due to the proximity of Appleway Avenue to the interchange, the value planning team recommended grade separation of US-95 and Appleway Avenue to improve operations along both roads. The design has been advanced to gather input from property owners and the community.

  • Ongoing Engagement: Workshops, one-on-one meetings

Feedback gathered on the concept design and intermediate design will help inform the development of final design in mid-2026 after the second public open house

  • Final Deliverable: Construction-ready documents are anticipated in 2027.
